It's been 20 years since the unification process Atlantic was officially launched. On 22 November 1990 with the adoption of the Transatlantic Declaration by the Congress of the United States and the European Parliament, the Old and New World are committed to building a political union, economic and military. A few months after the disappearance of the Warsaw Pact, the Secretary of State for President George H. Bush, James Baker, said: "Our goal is a trans-Atlantic community from Vancouver to Vladivostok" (June 1991, Berlin) [1] .
In January 1962, months before the " Declaration of Interdependence " between Europe and America President Kennedy (July 4, 1962, Philadelphia) [2] a document preceded the Transatlantic Declaration: the declaration of Paris, the first step towards establishing a federation transatlantic democracies, and ultimately a world federation.
This statement is the result of the Convention of Atlantic nations of the Organization of the North Atlantic Treaty (NATO). The 90 delegates met in Paris citizens between 8 and January 20, 1962 had set the goal: build a true Atlantic Community ( "a true Atlantic Communauty " ) in a decade, the only way to ensure the survival and advancement of free men.
Preamble.
The preamble of the Declaration states that the Western world shares a collective legacy: that of a "great civilization" whose origins date back to "early achievements of the Middle East, beauty of classical Greece, the wise Roman jurisdiction, the spiritual strength of our traditional religions and humanism of the Renaissance. " The West is also a progressive world, based on modern science and the mastery of nature. His story was certainly marked by wars and conflicts of all kinds, however, common principles transcend his perpetual division: the rule of law, respect for individual rights, social justice, the duty of generosity. Western nations are thus, in the words of the Declaration, "a strong moral and cultural community " .
Recommendations.
The Atlantic Community must unite against the communist threat in the name of freedom and democracy. This union must be in the political, military, economic, moral and cultural. To accomplish this ambitious project, Atlantic Convention sets out a series of recommendations:
"Defining the principles on which Western civilization rests, and ensure compliance.
Create a High Council Standing at the highest political level, something essential to the Atlantic Community, to take concerted decisions for the whole Community [...].
Expand NATO parliamentary conference as part of a consultative assembly to enable it to review the work of all Atlantic institutions, and make recommendations.
Establish a High Court of Justice of the Atlantic to solve problems that may occur in treaties.
Harmonize strategies political, military and economic issues related to applying to the whole Community.
The North Atlantic Council should contribute to the development of a concerted policy of NATO, respecting the situation of extreme urgency with regard to the use of nuclear weapons .
The North Atlantic Council welcomed the development, progress, and expansion potential of the European Economic Community (EEC) and statements of President Kennedy. This indeed calls for establishing a commercial partnership between the EEC and the United States as a prelude to the establishment of a Community Economic Atlantic open to all nations of the free world.
Western nations, recognizing the right of all individuals to freedom, independence and the pursuit of happiness, must cooperate more extensively with developing countries in their economic programs. This cooperation be expressed by multilateral economic programs, an acceleration of investment and measures to double the volume and value of their exports, which involve special tariff reductions for their exports.
The Atlantic Community must take action to help improve their economies and to rebalance the economic potential of each.
Western nations, who witnessed the disappearance of national independence and human rights in Central and Eastern Europe, reaffirmed their belief that the problem of these nations under guardianship shall be resolved in accordance with the principles of individual liberty and national self-determination.
Create an Atlantic Council for youth, education and culture in order to develop exchange projects for young people, students or teachers - and thus to promote cultural and scientific cooperation on both sides of the Atlantic [3].
The NATO members committed to quickly establish a Special Commission Governmental intent to create the next two years a true Atlantic Community to meet the challenges political, military and economic time. "

Atlantic Convention of NATO nations then defines the moral and spiritual principles of the Atlantic Community:
"The goals of political and economic institutions are the protection and promotion of rights, freedoms and duties, which allow each person to fulfill his spiritual vocation.
Freedom is inseparable from responsibility, implying recognition of the moral law that men, as individuals or as a community, must comply.
Freedom is inseparable from the duties of each vis-à-vis its neighbor, which implies an obligation to ensure to all people, little by little, the physical well-being and morality.
Freedom is inseparable from the tolerance, that is to say, the right to freely discuss all topics, as the principles of civilization are not exceeded.
There can be no freedom without diversity, the result of natural differences among people in all areas. But this diversity should not cause disunity. Conversely, retaining their common characteristics, it would become a force driving the peoples of Western civilization to the union.
Freedom is inseparable from the objective truth. We must therefore give the words the exact meaning they have in the Free World.
Member countries are invited to:
defend and promote the values and principles civilizational using education, various publications, teaching, radio, film and television.
observe in their conduct towards other nations ethics and values of civilization West and serve as an example, discord and disunity involved when abused.
defend these values and principles against the moral and intellectual subversion within the Community.
Trying to create an atmosphere conducive to mutual understanding among members of the Atlantic Community, seeking the maximum wealth from their diversity;
demonstrate to other nations that the only respect these values and de ces principes peut engendrer une civilisation technique dans le but d’améliorer le bien-être physique et moral de l’humanité.

Le moins qu’on puisse dire, c’est que le « monde libre » n’a rien à envier au monde socialiste en terme d’idéologie. Il est a noté, par ailleurs, que cette déclaration was made at the initiative of Federal Union Inc. and the Atlantic Union Committee , atlanto-globalization organizations conducted by Clarence Streit's Union Now author [4] .
If the Atlantic Community has not been implemented in a timely manner, it is clear that on the eve of 2011, the liners are about to win the game. With the creation of institutions like the Economic Council Trantatlantique, the Transatlantic Policy Council or the Transatlantic Assembly [5] , the avant-garde Paris declaration is about to materialize. But the Nemesis always ends up punishing the Hybris.
